Based on my read of the policy, it would all depend on the actual
mechanics of their particular unlock process. If its reasonable and
accessible, then in my opinion, no.

Also note that we are going into a review process with this policy
shortly, so it will be important to get your respective views regarding
how this policy is and is not working on the record so it can be taken
into account.
