[registrars] Dotster / Namewinner new delete poilicy

Plus the EDDP was announced 3 months prior to its start date but 9 months prior to it having any effect on the deletion of existing domains.

"...changes to the obligations in the RAA will apply beginning 21 December 2004. (These requirements retroactively apply to all existing domain name registrations beginning 21 June 2005."

Anything registered between December and June wouldn't be up for renewal anyway so the EDDP has no impact until 21 June 2005.

>do not be fooled. this workaround will last beyond Dec. since the way the registrars are modifying their contracts they basically take over the ownership of the name after expiry. therefore the registrant has changed and the registrar is themselves the new registrant. if you read the policy you will realize that it does not prevent this
