[registrars] Shoot me an email on start time

Hi all,

I have so many conference call invitations in my inbox. I went thru them all
and figured that the conference will be stating in about 1.5 hours from now.

However incase I have missed anything - can any of you just shoot an email
to the rc or the excom list once the bridge has begun?
