[registrars] Verisign paper for discussion on Deleting Domain Names Program in Mar Del Plata

I am organising a session in Mar Del Plata at the registrars meeting
(Tuesday) and at the GNSO public forum  (wed morning)
for presenters to present and the ICANN community to discuss various
auction proposals for names before expiry, after expiry and after
deletion.
 
Attached is a paper from Verisign for this session.
