[registrars] Call for nominations - nomcom rep

I nominate Jay Westerdal.  Through the relationships that Name Intelligence
has with a variety of ICANN stakeholders, Jay has a broad outlook on the
interests of registrars, and is well qualified to consider the impact of
non-registrar affiliated nominees that the nominating committee may
consider.

Ross wears a lot of hats, and does a tremendous amount of good work.  I
would not want him to be spread too thin.
