[registrars] Regarding IDNs

Hello All,

In addition to the President's advisory committee on IDNs, the GNSO is
beginning to prepare for creating policies around IDNs at the top level.

The GNSO Council has asked the ICANN staff to create a background
document describing the various decisions made on IDNs so far, as well
as identifying the purpose of the various groups involved in IDNs.  This
will be a useful start.
