[registrars] Election time - Call for nominations for GNSO reps

Jon beat me to it :) ..... So I am left seconding their candidature. And I
do so without a moments hesitation. Bruce and Ross are terrific and I am
hoping they both wish to continue without any coercion, influence or bribe
;)
