On The Hill:   In one of its final orders of business for the 109th
Congress, the Senate early Saturday confirmed John Kneuer to head the
National Telecommunications and Information Administration, a division
of the Commerce Department. NTIA advises the White House on
telecommunications policy and manages federal use of spectrum, and it
will oversee the voucher program that will help Americans obtain analog
converter boxes during the transition to digital television. Kneuer, who
joined NTIA in 2003, has been the agency's acting chief since being
nominated by President Bush on May 1. He replaces Michael Gallagher, who
joined the Washington law firm of Perkins Coie. Kneuer previously worked
as a senior associate at the Piper Rudnick law firm, as executive
director for government relations at the Industrial Telecommunications
Association, and as an attorney-adviser in the commercial wireless
division of the FCC's Wireless Bureau.
