[registrars] Motion regarding TF for PDP-Feb06

[Ross Rader]

I accept Bhavin's nomination and would like to second the nomination of 
Jon and Jordyn.

It was most recently updated yesterday in anticipation of a Council vote 
on the terms of reference for this PDP. If you have any questions,
