[registrars] 2 New Registry Service Proposals

FYI - ICANN posted today two registry service proposals that are of
interest to registrars --

First, NeuLevel has requested the ability to provide "partial bulk
transfers." 

 

Second, PIR has requested the approval of an "Excess Deletions Fee" to
be charged for "re-stocking" domain names during the Add-Grace period.
I urge you all to review these applications and comment when
appropriate.
