[registrars] ICANN funding travel for GNSO council reps

Under no circumstances should any travel be funded for the GNSO  
constituency Councillors. Each and every constituency is represented  
by professional advocates who are paid to do this work. There is no  
reason why this expense should be off-loaded to ICANN.
