thanks for answering my question. I agree I could have worded that better :)
... my idea was not to start a flame, but really just get a bit more practical information on why someone thinks this is a problem that needs to be addressed by refunding travel expenses to GNSO Council Members, and in general also a bit more background information on how these things work, as my knowledge in this field is still limited.

One has to be careful how one words a question like this. More often  
than not, I have seen constituency representatives miss meetings  
because they did not have an active client to pay for their travel. In  
other words, consultants and lobbyists who are councillors may miss  
meetings because they may not have an active client to pay for their  
travel. In other cases, those parties may fund travel out of their own  
pocket to attend and devote some of their energy while at the meeting  
looking to secure new clients.
