[registrars] Call for participants in Protecting Rights of Others Working Group

perhaps this could provide an opportunity. an example. tim, tucows  
and go daddy agree that the .eu launch was a fiasco. in my opinion  
much of that could have been avoided if they had just been willing to  
listen to people and to learn from the mistakes of the .info and .biz  
launches. if they had they could have had a more effective launch.

I think this could be a great opportunity to discuss some fundamental  
principles in order to avoid some of those mistakes again being  
repeated in subsequent launches.
