[registrars] .Coop Contract

FYI -- .coop has agreed to remove the language in its proposed contract
-- relating to its ability to seek an exemption of a Consensus Policy --
that many of us found to be an objectionable precedent.  The Board will
consider the revised agreement at its meeting tomorrow morning.
