[registrars] RC Nominations

Adrian:

COI statements need to be submitted the "later of the close of the
nomination period or 2 days from the date of the nomination . . . " The
old rule was that COI statements were due by the end of the nomination
period regardless of when candidates were nominated. The point of the
change was to give folks some extra time to get in their COIs if they
were nominate right at the end of the nomination period.

Here is the practical application of the rule,

Bob was nominated on May 11th. Thus, his COI statement was due on May
16th the date of the close of the nomination period (the later of May
13th or May 16th).

Rob was nominated on May 15th. Thus, his COI statement was due today,
May 17th, (the later of May 16th and May 17th).

Thanks.

Jon

Tim,

My reading of the Bylaws says they are fine to submit their COI
statements so long as they are within 2 days of the nomination or before
the end of the nomination period.

Therefore as Bob's COI statement was posted after the close of the
nomination period it needs to be within 48 hours of his nomination
right? The fact it was 8 hours after the close of nominations is
irrelevant. Someone needs to do the math to calculate from when the
nomination was made to when his COI statement was submitted. It might be
ok.

Same with the others...

Hopefully I am on the right track here.

Basically, if you didn't get it in before the close you had to get it in
less than 48 hours after you were nominated right?

Sheesh!

All:

Here's where we stand with the election. If you have any input, please
provide it to Tim right away. He will have to decide which option to
take as he is the only Ex-Com member not impacted as a candidate.

Per Cristin's announcement, the deadline for nominations expired last
night. Per our rules, candidates have until the later of the close of
the nomination period or two days from their nomination to post their
conflict of interest statements.

As of today, the following nominations are "official"

Chair - Jon Nevett

Vice Chair - Rob Hall (his COI statement was posted within two days of
his nomination)

Treasurer - Margie Milam

Secretary -

GNSO Rep - Adrian Kinderis

Jay Westerdal was nominated for Secretary; he seconded himself (which
appears to be permitted); and filed a COI statement all within 5 hours
after the close of the nomination period.

Bob Connelly was nominated, seconded, and accepted the nomination within
the nomination period. His COI statement, however, was posted about 8
hours after the close of the nomination period.

Yoav Keren was nominated, seconded, and accepted the nomination within
the nomination period. His COI statement, however, was posted about 4.5
hours after the close of the nomination period. He sent a note to me
this morning explaining that he sent the COI to the list yesterday, but
for some reason it was not received on the list.

I looked back in the archives and saw that last year the Secretary sent
out a reminder two days before the close of the nomination period and
that the Ex-com extended the nomination period after it closed. No
reminder was sent to the list this year.

As I see it, the three viable options are:

1) We re-open the nomination period for a short time period for
all positions.

2) We re-open the nomination period only for Secretary as we have
no "official" candidates. For all other positions, nominations would be
closed as of last night as stated in the notice. We would then proceed
with the election with only the "official" candidates for all positions
other than Secretary. Yoav would not be on the ballot. Members who
prefer Yoav or any other candidate to the ones on the ballot may abstain
on the ballot and if the candidate on the ballot receives less than 50%
of the vote, then there would be a new election for that position. (I
don't think that we have the capability to accept write-in ballots, but
I could check on that as well).

3) We re-open the nomination period only for Secretary as we have
no "official" candidates and include Yoav on the ballot for the GNSO
seat due to his technical glitch.

Thanks.

Jon

All,

As per Cristin's previous email (pasted below) it seems the nomination
period closed at 11.59pm PDT on Wednesday, May 16 (17 hours ago..?).

Can someone (potentially from the Ex Com.) confirm this please?

Thanks.

I second the nomination of Bob Connelly, and also nominate Jay Westerdal
for Secretary. Both have filled this position and performed in the best
interests of the RC. I believe either would be an excellent choice.
