[registrars] Fwd: ICANN Issues Advisory Regarding the Inter-Registrar Transfer Policy

The advisory is new so I understand why it's not been corrected yet, 
but we just received this:

Dear Domain-it, Inc.,

RegistrarX instructed the registry not to transfer the domain name 
registration to your registrar because the domain name, DomainX.COM, 
did not meet the registrar change criteria.

Specifically, the domain name registration did not meet the criteria because:

The domain cannot be transferred to another registrar for a period of 
60 days following a change in Primary Contact or WHOIS Admin Contact.

If you have any questions please contact Customer Service at xxxxxxxx.

According to my support department, the only "change in Primary 
Contact or WHOIS Admin Contact" was turning off whois privacy by the 
registrant to facilitate the transfer.

Not to go on, but we'll be glad to be done with this hurdle in 
registrar transfers.  It's a pain for registrants and it's a pain for 
registrars.
