That's fine.  Empowering registrars to disable domain resolution for
businesses and ISPs which do not employ adequate safeguards against botnets
seems like a fine idea. 

Simply develop a "profile" which detects servers running Microsoft software
on a Verizon IP address, using a yahoo.com admin contact, and you can pretty
much tell there's a disaster waiting to happen.

Or did I misread the SSAC report?
