[registrars] RRA Amendments for .biz and .nyc

Hello Graeme and Ray,

Circling back on the RrSGs feedback regarding the proposed .biz and .nyc RRA Amendments. I’m also adding Raymond Zylstra from Neustar to the email string as there have been separate exchanges with you both about the amendments.

In summary,


  *   Graeme and the RrSG responded to ICANN’s request to review both the .nyc and .biz RRA Amendments stating that the removal of the six month prior notification period for price increases (4.1.1) is not acceptable and would prefer for the notification periods to remain in place.


  *   Neustar’s position is the update 4.1.1 is to align with section 2.10 of the respective RA’s.

Per the RRA Amendment procedure<https://www.icann.org/resources/pages/rra-amendment-procedure-2015-04-06-en>, if there are concerns raised by the RrSG, ICANN will consult with the registry and the RrSG to attempt to resolve the concerns. At this time, I can offer to facilitate a meeting with Neustar and the RrSG to address the concerns and see if a resolution can be determined.

Please let me know if you both have time this week to discuss with suggested dates/times and I will coordinate the discussion.

Hi All,

I'd flagged in our discussions about .nyc that the removal of notification periods from the .biz rra is also problematic for the RrSG.  To reiterate, Registrars are not party to the RA, and notifications are very important to our business. As such, we would much prefer they remain in the agreement.   Again, we have taken this up with other Registries as well, and want to ensure Neustar that we're not trying to make their life in particular more difficult.

We feel this is a relatively minor request.  The language need not be exactly as it was in previous versions of the Neustar RRAs, so long as notification periods remain in our agreement.

Per the RRA Amendment Procedure, the RrSG has up to 21 days to review the proposed changes. If the registrars have concerns, please advise ICANN by responding to this message no later than 23:59 UTC on 05 September 2019. Please feel free to notify ICANN prior to the deadline, if the review concludes before then. If there is no response by this time, ICANN will assume there are no concerns and will continue processing the request. If the RrSG responds with concerns, ICANN will continue to the next step of the RRA Amendment Procedure which is to consult with the RrSG and the Registry Operator.
