Contact may request and authorize the transfer. Notification of the
registrant is a different matter. We have had cases where a hosting
service, which was also the Admin Contact, elected to order a transfer.
Subsequently, the registrant objected and demanded that the domain be returned
to PSI.<BR><BR>I think there could be a few cases like that in many bulk
transfers of 500 to 1,00 [sic: Sorry, 1,000] domains.<BR><BR>Regards,
