Dear Gary:  There is a related element.  The Admin Contact may

request and authorize the transfer.  Notification of the registrant

is a different matter.  We have had cases where a hosting service,

which was also the Admin Contact, elected to order a transfer. 

Subsequently, the registrant objected and demanded that the domain be

returned to PSI.<br><br>

I think there could be a few cases like that in many bulk transfers of

500 to 1,00 domains.<br><br>
