constituency can have 2 members (a "primary" and a "alternate") to each

on the email list but only the primary can vote and talk during the conference
calls.</SPAN></FONT></DIV>

add formal "alternates", or just do ad-hoc if the need
arises?</SPAN></FONT></DIV>
