Dear Rick and all other Members:<br><br>

We had many discussions in KL about the fact that we really don't know

for sure which Registrars are entitled to vote on candidates and

issues.<br><br>

The budget was discussed in KL and really ready for a vote at that

time.  However, Elana resigned and it got off the track.  I

wanted to discuss and vote on the budget immediately.  However, some

felt we should elect a new Chair first.<br><br>

Based upon the approval of this budget, invoices will be sent to all

registrars.  The invoices will include a provision to verify that

the By-Law provision on ownership.  The invoice will also ask the

registrar to designate<font color="#FF0000"> who will vote for the

registrar.<br><br>

</font>We need to have that last provision (designation of voters) in

order to "clean up" the present list of voting

members.<br><br>

Thus, we need to approve the 2004 budget promptly.<br><br>
