representative for our North America seat on the GNSO Council.<BR><BR>During
the three years that he has been our Vice Chair and Chief Technology Officer,
his participation in the deliberations of Excom *and* Registrar Constituency
affairs in general have always been even handed and constructive. He has
my unqualified support to assume the reins so ably held by Ross Rader during
