Dear Catherine,

On 29 June 2023 ICANN org provided the cover letter and red-lined RRA Amendments for .wiki, .ink, .gay, .tattoo and .health submitted by Registry Services, LLC.

This is a follow up to confirm if your Stakeholder Group has concerns, does not have concerns, or if additional review time is required. Please let us know where this stands and if there is anything we can do to help facilitate the review from your Stakeholder Group.

Warm Regards,
Maritza Alarcon

Gemma,
Thank you so much for this information. I am going to circulate it to the RrSG mailing list to confirm this assuages the concerns of the registrars.
I'm also adding Prudence Malinki, another RrSG RRA Review Team member, to this email chain. I will be away from the office next week, but Prudence will circle back next week.
Thank you for your cooperation.
Best,
Catherine

Catherine,

It is always our intention to provide as much notice as we can to Registrars of any changes that impact them. It also doesn’t serve our interests to leave Registrars without sufficient time to prepare for a change. Our standard notice periods are 30 to 60 days, with reminders at intervals set thereafter. Minor changes that don’t materially affect the operation of the Registry may have shorter notice periods (which is already provided for in the existing RRA language).

The only reason a major change would have a shorter notice period would be in the case of emergency, imminent threat to the security or operation of the Registry, or in order to comply with any ICANN Requirement. We note that these exceptions are provided for in the existing RRA language to facilitate shorter notice where necessary.

Feedback we have received from our Registrars is that our standard notice practices are appropriate and our communication with Registrars is clear and sufficient.

We trust this allays the concerns of the Registrars.

Regards,

Gemma Keegan

Gemma,

Apologies for not getting back to you more quickly.

Some registrars are concerned about the unspecified nature of the phrase "reasonable notice," particularly in situations when the registry system is changing, and would like to better understand how GoDaddy Registry interprets its obligations under that section. This is of particular concern when the avenues for a registrar to challenge whether the notice was reasonable are so limited.

I hope this is helpful context.

Best,

Catherine

Catherine,

We request that you please outline via email the concerns of the RrSG in relation to the term “reasonable”.

As you are aware, this language has previously been approved numerous times by the RrSG and is used in the RRA for 30 of our TLDs. We are interested in understanding more about the new underlying issue here. We may be able to more easily and quickly address it over email.

We’d like to have a better understanding before arranging a call so that we can make the most productive use of everybody’s time.

ICANN and GoDaddy Registry,

The RrSG has concerns about the changes proposed to Section 2.5 (Changes to System), specifically regarding the change from 30 and 90 day notice periods to "reasonable" notice.

If possible, we would like to invite representatives from GoDaddy Registry to join our standing RrSG RRA Review Team meeting this Thursday, July 27 at 11am pacific time, or next Thursday, August 3 at the same time. If these times do not work, we would be happy to schedule another time to meet.

Thank you,

Catherine

ICANN and GoDaddy Registry,

Apologies for the late notice, but the RrSG would like to request a short extension on our response until Tuesday, July 25. The RrSG is meeting on Monday morning and would like to ensure our membership has an opportunity to weigh in on these changes.
