Thank you for letting me know.  It appears to me that there has been only a slight modification to the inserted language regarding URS.  If you can confirm that is the case, then the RrSG has no concerns.

The RrSG has reviewed the proposed edits to these Registry Agreements and have no concerns.  We suggest ICANN approve these changes.
