[RSSAC Caucus] Metrics work: sample measurements

Greetings again. On the Metrics Work Party call earlier today, I said that I had been collecting measurements from a dozen VMs in data centers around the world. Here are the metrics from those results, in the format of the current document. Each day's report has v4/v6 and tcp/udp split out, and then combined. This will hopefully help the WP decide whether the thresholds will be for each of the four data points or over the four collected.

On the technical side, each VM running the measurements is in a different Digital Ocean data center. In cities where there are multiple Digital Ocean presences, they are in physically separate data centers (not just different racks in the same data center). Those twelve are in NYC (x3), SFO (x2), AMS (x2), SIN, LON, FRA, TOR, and BLR. To be very clear, this is not at all meant to be a suggested eventual distribution, just a way for me to quickly get a sample world-wide setup. 

I also put just one day's worth in the document as a new appendix.
