[RSSAC Caucus] Annual update of the RSSAC FAQ

Dear RSSAC Caucus Members,

The RSSAC Workplan states that the RSSAC should update the FAQ every year by December.

I’ve placed the current RSSAC FAQ into a Google doc.

I reorganized the questions into sections so it can have a table of contents. All other changes to it have been added as suggestions, so the diff represents what is new. The only new question is 2.7.

Please provide any suggested edits by September 1st, 2019.
