Dear RSSAC Caucus,

Since the last RSSAC002v4 call on January 7th I’ve worked with individual RSSAC Caucus members to add any remaining text and resolve all outstanding issues. Please review this draft and add any comments or suggestions you may have by February 16th, 2020.

I’d like to thank all the Caucus members who participated, especially Ken Renard who helped shepherd the work in the Caucus and kept the v4 revision history up to date.
