[RSSAC Caucus] Updates on RSSAC Outgoing Liaison Appointments

Thanks to RSSAC for showing confidence in me. I will indeed try my
best to come up to the expectations. This year passed with all NomCom
work done online, except the very first meeting in November 2019. And
it seems that will continue to be the same for some time, until the
situation gets better.
