[RSSAC Caucus] FOR REVIEW: Principles Guiding the Operation of the Public Root Server System

Dear RSSAC Caucus,

  During the writing of RSSAC037 the RSSAC identified the key factors for the success of the DNS in general, and the RSS in particular. Eleven guiding principles emerged from the discussions and are listed in RSSAC037. They have been referred to in different contexts often enough that the RSSAC has decided to publish them separately and with additional explanatory text.

   The Caucus has been working on this since March this year. Through a series of teleconferences iterating through multiple drafts, the RSSAC caucus has provided feedback, edits and suggestions. Today, staff worked with Liman to incorporate all the remaining suggestions and produced a final draft for your review.
