[RSSAC Caucus] Caucus review of RSSAC002v5

The initial Caucus review for this document has closed. Thanks to John Heidemann for his review and comments.

Ray and I have responded to John’s comments in the document. Please take a look at our proposed edits, especially in Section 6.7.
