[RSSAC Caucus] RSSAC FAQ

Dear Andrew,
Thanks for this.
As the mentor to the fellowship from RSSAC, I got a number of questions
which I think the FAQ should have addressed.

Here are a few of them.

1. The differences between being an RSSAC member and an RSSAC Caucus member
2. Are RSSAC meetings open to anyone?
3. Are RSSAC caucus meetings open to anyone?
4.  Relationship between RSSAC and SSAC.
