[RSS GWG] New document of possible interest: OCTO-020, "DNS Root Server Operations"

Greetings. OCTO has published a new document of possible interest to some folks in this group: OCTO-020, "DNS Root Server Operations", <https://www.icann.org/octo-021-en.pdf>. It is about the operations related to the root server system, but not the topics more often discussed like the history and organization of the RSS. The document is not relevant to the GWG work of forming NewOrg, but some of you have also discussed the operational topics that the SAPF and DRF will need to consider down the road.
