I'm thinking of this more along the lines of governments == political interests.  I prefer to keep global politics out of the RSS.  I don't see the 'government of country X' being on par with the currently-defined stakeholders (IAB/IETF, ICANN Community, RSOs).  As RSOs, we "operate with integrity and an ethos demonstrating a commitment to the common good of the Internet" versus a commitment to our organization's political interests.

I am thinking that government interests will certainly be represented, but indirectly, via the ICANN community as a stakeholder and through multi-stakeholder processes.  No disrespect intended towards _any_ government here.  I'm thinking more along the lines of principal #11: being neutral and impartial "... focus is on provisioning a reliable technical service which knows no political boundaries and maintains an unbiased position to the politics of any nation state."
