[Rt4-whois] WT Guidelines - quorum, votes and majority [was: Documents; Shorter mtg in Cartagena]

Hi all
On issues like quorum and voting I am in favour of simplicity 

Quorum - majority of members
Voting - on all the boards and committees I've been involved in formal votes have been rare. Like Wilfried I am in favour of the rough consensus approach but if deadlocked we should have a voting mechanism. I think this should be a majority of votes cast
