The overall situation is even worse: http://www.telegraph.co.uk/news/worldnews/europe/russia/8438617/Russian-security-service-wants-to-ban-Skype-and-Gmail.html. Remaining the only independent source of uncensored information, the Internet becomes the real obstacle for the Russian-type ?controlled democracies?. So I think you are right that the proxy services can be a potential solution; however the Egyptian case proves that the physical disconnection of the network prevents from using any internet-based services, not only proxy services. The good news is that the same Egyptian case has proven that: (a) the interruption of network services cannot stop the public political activities, and only radically increases the number of the angry people, and (b) ? because of (a) such interruption cannot last forever in the 21st century. Kind regards, Michael From: lynn at goodsecurityconsulting.com [mailto:lynn at goodsecurityconsulting.com] Sent: Saturday, April 09, 2011 11:52 PM To: Yakushev Mikhail Cc: rt4-whois at icann.org Subject: news about denial of service attack in Russia Hi Mikhail, Checking to see if you have any comments about this news report? http://www.foxnews.com/world/2011/04/08/hackers-attack-websites-russian-paper-blog/ ; Since there are concerns for the situation of political dissidents (in regards to Whois data), one observation I noted is that the attackers of the website did not need to know the identity or the location of the website content publishers- only the IP address. Along with that, I can see that the blog publisher would probably not want to have their name and contact details published. I am interested in a further exchange of ideas regarding proxy services as a potential way to address this need. Lynn -------------- next part -------------- An HTML attachment was scrubbed... As promised during last week's call, attached is a first draft of an issues paper. I have tried to keep the paper very short and concise, and to keep all the questions as open as possible to allow stakeholders to fully air their views and positions. In the paper, I also tried to cover all the issues we identified in San Francisco (and which were listed in the San Francisco notes). While I didn't give each issue its own heading, I instead tried to group them together is a way that made sense and reflected our previous discussions. If the group agrees, I would also suggest we assist readers by including hyperlinks to any documents listed in the paper, and that we also attach an example of a WHOIS look-up for those who haven't seen one before. I also see that the agenda for the call includes the proposal to invite a small number of law enforcement representatives to Singapore to discuss the 'reasonable needs of law enforcement' aspect of the review team's scope. If we developed specific questions in advance, and shared those with the law enforcement representatives prior to the meeting, I think this could be a useful approach to addressing a key part of the review team's scope. I understand that Sharon may be willing to assist with setting up such a meeting, and I would be happy to help assist through the GAC. I look forward to listening to the recording of tonight's discussion once it's available. Singapore lies 3500 miles away from the effected zone. The prevailing wind and sea currents flow North East from Japan and not toward Malaysia. Even in the unlikely event that any radioactive plume reaches Singapore, the impact would be inconsequential due to the dispersion / dilution of the contaminants carried over the long distance. Current advisories issued by international and regional security firms are basically limited to ?avoid travel to Japan? and despite rumors - no health risks to Singaporean residents from contaminated air, rain, sea water, seafood, etc have been substantiated.
