Hello all,

I apologise again that I won't be able to participate in today's call.

As promised during last week's call, attached is a first draft of an issues paper. I have tried to keep the paper very short and concise, and to keep all the questions as open as possible to allow stakeholders to fully air their views and positions.

In the paper, I also tried to cover all the issues we identified in San Francisco (and which were listed in the San Francisco notes). While I didn't give each issue its own heading, I instead tried to group them together is a way that made sense and reflected our previous discussions.

If the group agrees, I would also suggest we assist readers by including hyperlinks to any documents listed in the paper, and that we also attach an example of a WHOIS look-up for those who haven't seen one before.

I also see that the agenda for the call includes the proposal to invite a small number of law enforcement representatives to Singapore to discuss the 'reasonable needs of law enforcement' aspect of the review team's scope. If we developed specific questions in advance, and shared those with the law enforcement representatives prior to the meeting, I think this could be a useful approach to addressing a key part of the review team's scope. I understand that Sharon may be willing to assist with setting up such a meeting, and I would be happy to help assist through the GAC.

I look forward to listening to the recording of tonight's discussion once it's available.

Cheers,

Peter
