[Rt4-whois] September meeting location

I do not intend to go to the IGF.

But, as I noticed in March already, I will have a collsion with a security-
related meeting in Luxemburg.

But given that September is pretty close to the scheduled end of the RT4
activities, I will probably be giving priority to MdR; assuming that one
of my colleagues is able to cover Luxemburg.
