On behalf of the WHOIS Review Team, appointed under the Affirmation of Commitments, I submit for Board consideration and approval a request for funds.

The Scope of the WHOIS Review Team, which closely reflects the text of the AoC, is to assess the extent to which existing WHOIS policy and its implementation:

 *   is effective,
 *   meets the legitimate needs of law enforcement; and
 *   promotes consumer trust.

The concept of "consumer trust" is a key part of our task, and one which we have found both hard to define, and hard to test within the ICANN community. The Review Team unanimously believes that in order to achieve the task entrusted in us by the signatories of the AoC, we are required to look further afield than those who engage in ICANN.

The attached proposal gives a high level overview of why we believe it is necessary to commission professional research, to enable us to evaluate the effectiveness of WHOIS policy and its implementation as it relates to promoting consumer trust.  We hope that this will give the Board the information you require to make a decision. If, however, you have any queries at all, please let me know and I shall be more than happy to assist.
