[Rt4-whois] Possible legal reclassification of IP address "ownership"

Yesterday I had a workshop (on IPv6) with our Federal and Regional
Commissioners for Data Protection. We stumbled upon a interesting problem:

Legal classification of statically assignd IP addresses is going to change.
Currently all IP assignments are classified as call detail records. There is
a strong movement to reclassify those as master data.

As an implementor of access technology we choosed to distinguish clearly
between those data models. Resellers are able to set the master data record
to "static", but which IP is really assigned, is not available to them.

Of course they can research IP adress assignments on LEA requests, but that's
different issue.

The implications to Whois should be clear.
