Hi All,
Attached please find the sections I promised to draft on Scope of Work 
and Methodology. In preparing them, I used our Proposed Report Outline 
-- which provided important ideas for the chapter, as well as context 
for the chapters surrounding it.

In an interesting situation, my chapter follows the Introduction (with 
the Whois background section between) and I found myself spending 
considerable time trying to write around what might (or might not) be in 
the Introduction. Since we have not yet drafted an introduction, I took 
the liberty of drafting some information that might be placed into it 
(or alternatively, moved back into Chapter 3 as a subsection of the 
writing attached).

Finally, I combined proposed chapters 3 and 4 because Scope of Work and 
Methodology seemed to flow as a single unit.  Please let me know what 
you think.

I also won't be able to make tonight's call, and apologise that I haven't yet got a draft chapter to share. Things have been very busy, but I'm aiming to have something to share next week.

On the slightly better news front, I have received a total of five law enforcement responses through the GAC. I note that Sharon has already circulated responses that she received, and I am just finishing compiling the responses I have into a similar format, to make compilation/comparison easier. I'm aiming to send that to the list tomorrow.

I'm hoping that the chapter I circulate next week will draw on and reference these submissions and also the submissions to the public paper, but if anyone else has also been compiling any quotes or ideas from the submissions that would fit against any of the 'gaps' we've identified then that would be really helpful.

My last remote input against tonight's agenda relates to potential recommendations arising from the work of the implementation/compliance team. Following our last teleconference I scribbled a few quick notes that seemed to me to be useful directions we could pursue:


1.       ICANN should undertake compliance activities in relation to registries

2.       There should be an obligation for registrars to report back to ICANN on their compliance activities

3.       ICANN should have appropriate and graduated compliance tools, with a clear path to the use of more serious options

4.       ICANN's compliance team should be adequately resourced to allow it to be active and effective

I've yet to fully digest the public and law enforcement inputs, but I expect that additional ideas for recommendations will flow from them as well.

I look forward to listening to the recording of the meeting.

Last week I sent out my part of the report - definitions for comment and assistance.  Response was
limited ;-), but I still need your help.

So - to make it even easier I have subdivided the work into three and you only need to look at the one which relates to the subgroup you were in.  I would like you to look at the definition, the feedback received and let me know if you think we should change it in light of that feedback. The first document is the key for those who fedback, the second the defination and comments and the third the longer version, should you be interested.  I have now incorporated the LE feedback from both Peter and I and summarised the comments, rather than just listed them.

This will only take minutes PROMISE - and  I would really like to feedback at our next conference call and I am off next week - so you have until Monday 15th!.

Dear Sharon, RT,

I believe the feedback received was very important, specially on Law
Enforcement. Some fears and doubts arised as expected. Very good
points were shown.

About applicable laws, I believe our subteam paid the price for
narrowed the definition. And yes, we'll need to rework on the
definition for sure.

Have a good week, I'm going to Trinidad and Tobago tomorrow for the
pre-IGF - although or even I'm not going to attend the IGF itself.
