[Rt4-whois] Compliance - gaps and recommendations

Hi guys

I've been awake for a while, and have started to pull together gaps and
recommendations on compliance for today's discussions.  I have not got as
far as the feedback from stakeholders section (covering Registry/Registrar
meeting and the visit to MdR, as I need to spend more time studying the
transcript of our Singapore meetings).

However, this should be enough to get our discussions started today.  Excuse
typos.
