[Rt4-whois] Centralized Whois Query system run by ICANN - Scope and concerns [SEC=UNCLASSIFIED]

The purpose of a single portal would be ease of access.  That goes away with multiple ways of accessing Whois.  I did not feel this was aimed at any particular gTLD.
