[Rt4-whois] Please review - compliance language

Quick question on this document (to be discussed tonight), is it now 
including come Strategic priority issues (e.g. coordination of Whois 
with all its aspects, liaison with IETF, etc)?  All relevant, but are 
they solely Compliance issues?  For discussion tonight!
