Thanks Lutz,
Is there any comment or guidance about domain name registrants being natural persons or is the intention that privacy protection would extend to organizations and businesses or anyone who may collect personal data on a website which requires a domain name registration?

  Eigentümerinnen und Eigentümer von IP-Adressen dürfen nur aufWunsch in das
  weltweite, stark zentralisierte „Internet-Telefonbuch“ whois aufgenommen
  werden. Die Bundesregierung wird aufgefordert, sich für eine
  datenschutzfreundliche Gestaltung des whois-Dienstes einzusetzen,
  dahingehend, dass die Internet-Verwaltung ICANN den whois-Dienst künftig
  als verteilte Datenbank gestaltet, so dass die Daten der Eigentümerinnen
  und Eigentümer jeweils durch lokale Dienstleister oder
  Selbstverwaltungsgremien gespeichert, gepflegt und von ihnen nach Maßgabe
  des lokalen Rechts an Dritte übermittelt werden.

Abstract of a translation:

  Entries into a centralized WHOIS database are only allowed with explicit
  permission of the owner-c. German gov is urgend to insist on a thin WHOIS
  approach within ICANN (via GAC). This approach should store personal data
  only by local ISPs and access needs to fulfil of the local law.
