[RZERC] summary of chair term discussion and proposed next steps

Dear all, 

 Thank you for the feedback. Since I have not heard any objections to the latest text, I went ahead to incorporate the latest language into the selection procedure. I also combined the chairs duty document with the selection procedure document.  

  Attached please find the draft final version for RZERC action on next week’s call.
