[RZERC] Draft letter from RZERC to Board on KSK rollover

Dear committee members,

A small group of us (Jim, Russ, Steve, and myself) have been drafting RZERC's response to the Board's request for advice regarding resumption of the KSK rollover.  We have a draft document ready to share with you.  I will be sending the google doc URL to each of you in a separate email.

The Board has given a deadline of August 10.  Our next regular meeting on July 26 is our final chance to discuss the document and come to consensus.  Therefore, I urge all of you to read this document and provide your comments as soon as possible.  I would like to spend our time on July 26 coming to final consensus so that we can meet the deadline.

Please observe in the document that there are a few highlighted paragraphs.  These are paragraphs which the work party did not all agree should be included or excluded, and we are seeking broader discussion before making the final decision.  If you have an opinion, please let us know by adding comments to the document.
