[RZERC] RZERC Chair Runoff Election Results and Next Steps

Hi all,

I think that this process has gone on long enough, and it's now time to bring it to a conclusion.

Accordingly, I wish to withdraw from this chair election process and to congratulate Tim as the incoming Chair of the RZERC.
