[Ssr2-review] Notes on Terms of Reference

Dear Laurin,

I have gone through the document and agree that it is a better improvement
of the previous version. It has captured all the mandate and responsibility
is covered by ICANN bylaws.

Only one more comments, it sound that it is missing recent leadership
election during our F2F meeting in Washington DC.
