[Ssr2-review] Preamble, all edits.

Dear all,

Please see attached the final version with all proposed edits as of today. This text was written to give our readers an idea of what we did to assess the SSR1 recommendations, after some members of the team voiced concerns.

This text now went through two edit periods as a google doc, initially shared with you all on the 22nd of November after multiple discussions and email exchanges prior. The document itself was discussed on two of our plenary calls, with rough consensus having been achieved on the last call (29th of November 2018). Additionally, the issue of methodology and approach had been discussed before, leading to the creation of this preamble.

As there was some disagreement in the team about the appropriate path to take, it appears prudent to allow those team members who still have issues with the attached version to voice them in writing so that they can be appended.
